The National Agency for the Holiday Voucher is a public institution whose mission is to promote access to holiday. The social action of the ANCV is fully financed by surpluses generated by managing the deployment of holiday vouchers. This inclusive economic models does not exist anywhere else. The Holidays-voucher is today an essential aspect of the social policy of tourism: it supports the departure on holiday of the French with modest incomes. It is also a powerful economic pillar which contributes to the development of the tourist activities in France particularly in rural areas. The Holidays-voucher is managed by the National Agency for the Holiday-voucher (ANCV), which technically ensures the emission and refunding, as well as the marketing and the development of the system. It is a commercial and industrial publicly-owned establishment. Its board of adminsitrators is composed of 23 members divided into 5 colleges: trade union organizations, employers and distributors of Holidays-vouchers, service providers, qualified personalities and the college of the staff representatives.
